Dr. Shehan de Silva
Senior Scientist / Head – Strategic Planning
Shehan de Silva completed his degree in electronics and communications at the University of Surrey, which was followed by a PhD in Nanotechnology at the same institution. Research activities have been in the areas of wireless bio-sensors based on vertically aligned Carbon Nanotubes, functionalized for improved Transduction and SNR. Where he Coupled Surface Acoustic Waves to enabled MWCNT based bio-sensors to be interrogated wirelessly using RF backscatter energy scavenging.
He has continued his interested in Carbon at SLINTEC through the research of direct exfoliation of Graphite to Graphene. Plasma activation and functionalization work has continued through an in-house developed apparatus that has allowed multiple industrially relevant treatments. The programme was partially funded by a National Science Foundation Grant.
Involvement in strategic planning within the institution, nationally and within regional platforms has allowed him to help determine the core focus areas of Nanotechnology research for stakeholders and key sectors. And maintaining a close understanding of the requirements in commercializing research, for which he has developed a robust model in stage gating each required scientific, engineering and commercial activity. His advisory role in the Technology Incubator has allowed him to couple scientific, engineering, strategic planning and commercialization aspects to this innovation engine in Sri Lanka.

- Carbon Nanotube growth using thermal and Plasma enhanced CVD methods. Complementary expertise in the growth (CVD, DC/RF Sputtering), characterization (AFM,ESEM,XRD,EDX,UV‐VIS‐NIR,FTIR) and Focus Ion Beam, Nano imprint patterning of materials at the nanoscale.

Revan Weerasinghe is the Consultant Legal at SLINTEC. He obtained his BSc (Information Systems and Management) and L.L.B from University of London. He is an Attorney –At- Law.
Head of Finance, Procurement & IT
Anil Fernando is a Fellow Member of the Institute of Charter. Accountants of Sri Lanka (FCA) and Associate Member of the Institute of Certified Management Accountants of Sri Lanka(ACMA). He obtained his MSc. in Management & IT from University of Kelaniya and B.Sc. Accountancy (Special) Degree from University of Sc Jayewardenepura. He has over 13 years’ of experience in taxation, auditing, project management, strategic planning, compliance, procurement, coiporate finance and corporate management at leading organizations.
Brigadier (Retd) Rohan Jayasinghe USP LOM FCPM
Rohan joins SLINTEC from Union Assurance PLC where he functioned as its General Manager Human Resources for 07 years. He was an Executive Group Director (Human Resources) at The Capital Maharaja Organisation Limited prior to this assignment. He has had an exceptional career in the Sri Lanka Army where he served the country for 28 years and held many vital appointments in operations, training and in the staff. He also commanded the Armoured Brigade and retired prematurely as a Brigadier in 2006. He was the country’s first Defense, Military, Naval and Air Attaché in Washington DC from 2003 to 2005 in the capacity of a Minister Counsellor of the foreign service and is the recipient of one of the highest medals in the US military – The Legion of Merit. He is a graduate of the Malaysian Armed Forces Command and Staff College and is also a Fellow of the Certified Professional Managers.
